The Ellensburg Business Development Authority (EBDA) provides economic development services for the City of Ellensburg and manages the Ellensburg Business Incubator and a Light Industrial building at the Ellensburg Airport.

The EBDA is a Public Development Authority and was created by the City of Ellensburg in 1994 to provide economic development services for the city. Established as a Public Development Authority, the EBDA has a nine member Board of Directors appointed by the City Council.

In partnership, the EBDA provides services which stimulate private job creation and commerce for the City of Ellensburg.

The EBDA works closely with the City staff and other organizations in Ellensburg:
Ellensburg Downtown Association & Kittitas County Chamber of Commerce.
